While Narrator is running, press control-windows-n, which brings up the narrator settings. Tab to the start narrator before login and after login and make sure both of those are unchecked. Then, unless you want to go through a ton more settings, shift+tab back to the home button and hit space or enter, then control+windows+enter to exit narrator.
