I’ve emailed Apple accessibility about this starting with V 13 and every subsequent update so far.
Yes, people should reach out, but in the meantime since they don’t’ seem to be in any hurry to address it, I just compose my review in an email draft and copy and paste to the app store. Annoying to have to do the extra step, but until they get around to fixing it, it’s a good enough option. I don’t have a Bluetooth keyboard connected to my iPhone. Dictation seems to work fine elsewhere such as in the search field and even in the title of a review entry screen just not in the main body of the review text. If anyone can replicate this please join me in reporting this to Apple Accessibility. I'm by no means a glass half empty or the sky is falling kind of girl and Apple certainly doesn't have the market cornered on persistent bugs but it is slightly disheartening to keep running into things that aren't working 1/3rd of the way through the yearly cycle for iOS. Here's hoping that patient and polite reporting of such issues will result in their being fixed so the "it just works" slogan can continue to ring true.
