I believe the app you're referring to was called Activue (not sure of the 
spelling) and I also heard that this was purchased by Charter communications 
which owns Spectrum.

Hello Everyone,

I recently downloaded the beta of the Spectrum Access (audio description) app, 
for iOS.

In short, you download the available audio description tracks for various 
movies onto your iOS device.  Then, while playing the movie on a different 
device, say a television, you can sync the AD track to the playback position of 
the movie and enjoy audio description.  You do not need to be a Spectrum 
subscriber to use the app.  

The problem is that, at present, the number of available AD tracks is somewhat 
limited.

A long while back, I seem to remember that there was a third-party app that 
also provided audio description tracks that could be synchronized with the 
playback of movies.

Does anyone remember the name of the app and is it still available?  

I know that the Disney app, at one point, offered such a feature but am not 
certain if that is the app I am recalling or not.
