At this stage if you buy a new iPhone 8 it is extremely likely that it will have iOS 13 preinstalled. Back in November or December maybe you could have found phones which had been in stores for a while and which still had iOS 12, but any new iPhone 8 models which are manufactured now are preinstalled with Apple's latest version of iOS because Apple wants as many people as possible to be on the latest version of iOS. It may not have iOS 13.4 on it, but it will in all likelihood have a version of iOS 13.
