I mostly use my phone because it's what I've grown used to. But,
YouTube is accessible on either device, Also, the time playing bug isn't
present on the PC. I'm using NVDA and Google Chrome, so your mileage
may vary.

does that work if you've seen other videos? I thought it moved you back
to the previous video unless you are in the first video since opening
the app. If it's the first video you're viewing after opening the app,
the previous button is dimmed, at least it is for me. I'm using Ios 13
on the original SE.

The only way to do this for now is to move to the end of the video until
the Replay button appears and then start the video over again.
Unfortunately, this is the only way for VO users to manipulate a video
until this pesky bug is eliminated.
