Changing voices did the trick.

Siri normally remembers whatever volume it was left at. I also turn off the change with buttons option in sounds so I don’t accidentally silence VoiceOver or Siri. For example, when I ask Siri to spell a word I get silence. I can use finger gestures to spell out the word, but until a couple days ago Siri would automatically sell it out.
