I couldn't get it to work either, then my wife looked it up. To record an audio 
text message you have to hold the record button while recording. To do this 
with VoiceOver, do the pass-through gesture; otherwise known as double tap and 
hold and do not lift your finger until you are done recording.
You will find that the record button becomes a send button when you lift your 
finger after the recording.
Thanks for asking, as I did not know how to do this either.
