Yes, you can just download the Google Assistant. The direct URL is 
https://apps.apple.com/gb/app/google-assistant/id1220976145

You can also set up a Siri shortcut so you can say "Hey Google". Here are some

Open Google Assistant on your device, and tap the button at the bottom right.
You will be asked if you want to add "OK, Google" to Siri.
Tap Add to Siri and record your phrase, “OK, Google,” for example, though you 
can use whatever phrase you like, even one like, “For the good of humanity, we 
must resist surveillance capitalism,” if you wish. Just make sure it’s a phrase 
you will remember.
Once record your phrase, you’ll be able to use it to use Siri to use Google 
Assistant.

Note for this to work, you'd have to say "Hey Siri" to get Siri's attention and 
then say "Hey Google". This has to be done when you have the Google Assistant 
app opened. Although I prefer the Google Assistant over Siri, I don't prefer it 
enough to use it as a Siri shortcut over just using Siri.
