I just launched Secretariat on Disney plus and it has audio description. It could be your settings are not quite right. First make sure that on your Apple device under Accessibility, audio description is on. Then, if a program doesn't start with audio description in Disney plus, pause the movie and you may have to do a one finger double tap to get the controls to show up. Find the audio controls, and double tap and then double tap on the English with description or however it says it.
I watched the movie when it came out and it is the exact copy with the same guy doing the audio description.
