I am doubtful that would be very doable.
You should only have to pair the Touch once.
Shortcuts are designed for tasks you do regularly.

I’ve never paired a BrailleNote Touch so am not sure of the steps but with any 
braille display there are things you have to do on the display and on the phone.
Someone who has made lots of custom Shortcuts might have an idea.

I don’t have any experience with creating or using shortcuts, so please for 
give me if this is an obvious question. Is it possible to create a shortcut 
that would accomplish the steps for pairing a braillenote touch with the iPhone?

I’ve poked around the shortcuts app but it isn’t making much sense to me.
