There are two places you can set up Back Tap: 1. Settings > Accessibility > touch, as Christopher pointed out 2. Settings > Accessibility > Voiceover > Commands > Touch Gestures, then go all the way to the bottom of that list
In the second place (under Voiceover settings) you have other and more options related to Voiceover than if you only go into Accessibility > Touch. Now when you double tap on double tap or triple tap, you'll get a list of actions you can associate with the back tap.
