The main reason some people choose to get the cell model is for that exact 
reason, you can actually leave your home without your phone if you want. So 
yes, with the cell model, you can make and receive calls without your phone, as 
well as send and receive messages. Just know, making phone calls on your watch 
can drain the battery more quickly.

I also wanted to mention that you can also make and receive calls on the non 
cell model as long as your phone is within some distance. So this can come in 
handy if you do not want to take your phone out of your pocket.
