Hi Shirley, I finally got through to Apple accessibility support and they told me this is a known problem. They were able to reproduce the problem on three different watches. Their work-around for the problem is exactly the same as the one you discovered. Thank you.

I too tried the magic tap and it didn't work, so I covered to mute, flicked right and it said answer call and I double tapped with one finger and that worked.
