I think what you heard about was the new VoiceOver Recognition which might be 
useful in isolated situations, but is currently mostly annoying.
I turned it all off.
You can enable it and add it in the rotor to toggl: on and off but I prefer it 
off for now.
Here is what it says in settings, accessibility, VoiceOver, and VoiceOver 
Recognition:


VoiceOver Recognition
Using on-device intelligence, your iPhone will automatically improve the 
accessibility of apps, images, and text.
VoiceOver Recognition should not be relied upon in circumstances where you 
could be harmed or injured, in high-risk situations, for navigation, or for the 
diagnosis or treatment of any medical condition.
Image Descriptions
Off
Your iPhone will speak descriptions of images in apps and on the web.

Screen Recognition Off
Your iPhone will automatically make apps more accessible by recognizing items 
on the screen.
Text Recognition Off
Your iPhone will speak descriptions of text found in images.

Sorry for the somewhat vague subject line.  I tend to update IOS versions only 
after the update bugs and issues have been well discussed and evaluated.


After IOS 14 was released, there was some discussion of what was called 
excessive voiceover chattering.  Would someone please describe this more in 
detail, its likely cause, and what if anything can be done to either minimize 
it or eliminate it completely.  Frankly, until I learn more about this, I'll 
stick with 13.7.
