I did not find anything specific to VoiceOver, but I FOUND THIS From the Zoom help web site: To share your audio while screen sharing: 1. Share your screen in the meeting. 2. After tapping Start Broadcast, tap on the screen again to view the meeting window. 3. Tap Share Device Audio to enable or disable the sharing of device audio while screen sharing.
If that doesn’t work, then my guess is you cannot share VoiceOver audio in a meeting.
