The way I do it is this. Mind you, this used to work for Gmail, but hasn't seemed to in a while, so hopefully it will work with an iCloud email account. Anyhow, here's what you do. I have multiple email accounts in the Mail app, so I back out until I'm at the main level. Then, I make sure the correct account is expanded. Press the edit button in the top right-hand corner. You'll then see a button called Create New Mailbox in the bottom right-hand corner. Double-tap on that, type what you want the folder to be called, and press the button called either Done or OK (I don't remember the exact name at the moment). That should do it, if the feature isn't broken with iCloud email accounts, that is.
