I use a braille display and this is disabled when voiceover is turned off. So, 
in effect, you can participate in the meeting without interuption, hearing what 
others have to say and contribute yourself. What one is unable to do is to read 
whatever notes are being shared with others through the chat function and 
contribute through the chat function oneself. So it's disabling for the 
visually impaired person within such a meeting unless others who are aware of 
this decide not to allow the chat function to be used in a meeting. There's no 
reason, in my opinion, why others shouldn't agree to this. It is however much 
more difficult to reach such an agreement when joining meetings where the host 
doesn't know you or aware of the disabling factors within Zoom for visually 
impaired people with voiceover turned on. I guess we have to live with this and 
continue to educate others so that we aren't disabled by such processes through 
the greater understanding of others when they're made aware of this. I have to 
admit I fell shy of getting involved in such meetings early on but I knew that 
this wouldn't be fixed unless I made the poor access issues known to others and 
to search for a solution. The vast majority of meetings I attend now are ones 
where I can enter with some confidence that I'm going to be able to participate 
in.
