When I follow an account I tap on the profile, and find the follow button between the profile picture and the account's blurb. I'm doing this on the phone so I just start at the top and swipe right a few times until the follow button comes up. If there is a way to follow without first going to the profile I'm not familiar with it (which definitely does Not mean there isn't one). I am very fussy about the accounts I choose to follow so I usually prefer to go to their profile first any way. If you are using the Phone app than you can also follow when you are on a tweet.
