That happened to me when I got my iPhone 12 Pro Max about two weeks ago. The voiceover came back after a few hours. I think what it does, is that all your back up is trying to sinking into your phone. That is the reason it doesn’t work at the beginning. I called Apple technical support, but they were not able to do anything at the beginning. I suggest you wait for a few hours until your phone sinks in all your back up. I hope this works for you.
