It shouldn’t matter if the screen is locked or unlocked, I make calls using siri and the phone is normally locked.
But if you touch the screen to wake it or press the home button, The keypad comes up, Note though that this is a similar sounding issue to what I had / have in similar situations So possibly it’s a IOS version issue.
