It shouldn’t matter if the screen is locked or unlocked,

I make calls using siri and the phone is normally locked.

But if you touch the screen to wake it or press the home button,
The keypad comes up,

Note though that this is a similar sounding issue to what I had / have in 
similar situations

So possibly it’s a IOS version issue.

Something I noticed was that this setting is for an unlocked screen.  So, I 
usually keep my screen locked when out and about.  Would the fix then be to 
unlock the screen before making a call via Siri to avoid this KeyPad issue?

Go to settings/Iphone and set the display to full screen and not banner.
