Call your cell phone provider and complain. It sounds that your cell service in 
your area is weak. I am with AT&T and have a similar problem. When I called to 
complain they admitted that their cell service is weak and advised me to turn 
on wifi calling. Put simply, att want to solve their problem by using the 
infrastructure of my internet service.
