You need to download and install iCloud for Windows on your PC.
Once you do this, and complete the setup, iCloud email will just show up in 
your Outlook email client.
You should also be aware that the iCloud for Windows interface has some 
accessibility issues, but you can enable the JAWS TouchCursor to help with this.
