If you deleted it, you can redownload it, but it is probably in utilities or Extras. Apple seemingly likes to put a few apps in a folder from the factory which does nothing but confuse new users. Ask Siri to "open Voice Memos" and it will open. You can find where it is later. But that should get you started. It may ask for permission to use the microphone. Good luck,
