Yeah mail can have some issues but remember that the voiceover users population is a minority when it comes to the mail app useage.
Unless you're feeding back to apple the issues you are experiencing then they aren't going to know or take notice. I can't say I'm seeing the same issues or if I am I'm just dealing with it.
