Hello, I suspect you are running into the IOS 14 change in which the Phone app default was set to display just one line on the top or bottom of the screen. This was probably a productivity type change intended to allow a sighted user to continue to see whatever app they were using when the call comes in. They can deal with the call by tapping that one line notification for the call.
We can do this with Voiceover also but it is somewhat awkward. A more useful alternative is to alter the default setting for the Phone app. If this is your situation, you can reset the Phone app to its former behaviour where it will use a full screen for the call information. This should give you back your number pad when the call comes in. You can do this in: Settings / phone / Incoming calls Double tap this button and choose the full screen option. I hope this helps.
