Yes there is a way to delete them.
When I downloaded two Irish Siri voices to listen to, and then when I wanted 
to delete one, and because there wasn’t a delete option like there is for
the standard VoiceOver voices, I contacted Apple and they advised me to go 
into “LANGUAGE & REGION” in “SETTINGS & GENERAL”, change the region to 
another
one, go back into “VOICEOVER” and the delete option will be there on the 
voice that you want to delete, and when they’re deleted, go back into 
“LANGUAGE
& REGION” again and choose your own region again for saving. I know it’s a 
lengthy process but it does work, but it would be much easier if there was 
just
a delete option like there is for the standard voices that were firstly on 
VoiceOver.

I hope this helps anyone wishing to delete Siri Voices?

Hi Dominique,

Well I thank you very much, this worked like a charm.  It's relatively 
simple as well.  For others that would like to remove the new Siri voices, 
and maybe
others, but I'm not sure, try the following:

Note: I use US English, so make sure you choose a region whose language or 
dialect you'll understand!
1. Go to Settings / General / Language and Region and do a single finger 
double tap to open.

2. Swipe to, Region, and do a single finger double tap to open.

3. Find your region and do a single finger double tap to select.  You'll get 
a confirmation dialogue asking if you're sure you want to change, so single
finger tap the, Change to..., region option.  You might or might not get a 
message stating that your iPhone will restart and it only takes a second or
2.

4. Now go to, Accessibility / Voiceover / Speech, and delete the voices you 
want removed.

5. Now repeat steps 1 thru 3, but selecting your original region.
