It sounds like their version of Zoom for medical appointments. To keep it secure, there is likely a code you have to type in that they provide along with your name and birthdate no doubt.
I do not know if it is an app, but you can search for it in the app store and see. My doctor's office uses Zoom through My Chart, which works with lots of different medical facilities.
