I personally prefer Voiceover to come through a connected Bluetooth speaker. I have a Bose Mini Soundlink II speaker that Voiceover does not play through when connected and if I turn Voiceover off and back on while the speaker is connected, Voiceover then starts coming through the speaker. It’s a good workaround for anyone wanting this result.

One thing you could try is this. With all devices disconnected, go into Settings and Bluetooth. Place focus on the device you would like to change and flick up to More Info. Double-tap this. Now on some devices you have a Device Type button. If available double tap this. Now you can change the device type which alters whether both media and Voiceover come through the speaker or not. Some of my speakers were detected as headphones so Voiceover came through the speaker too. Changing the device type resolved this. Worth trying this to see if your results change too. I have about six Bluetooth speakers here and they behave differently.
