When you go into settings, control center, and find the reorder camera, or reorder flashlight buttons, you have to do the double tap and hold gesture, then drag your finger down the screen until you hear it go below something that is in the lower section that have an insert button because they are not already in the control center. Then when you open the control center on its own, you will not see camera or flashlight,. It appears at least with 14.6, that you cannot move or reorder anything prior to Screen Mirroring. But everything else is up for grabs.
