If this phone is being provided by a third party using MDM, Mobile Device Management; then that may be what is happening.
I just had wiped a first gen SE to use as a backup/wi-fi device and got it setup and nothing about remote management came up. This sounds like a program we have in Oregon where people can get phones through a State agency for use and set them up with their own ID and everything, but they have to have access to it in case it is stolen, is taken out of the state etc...
