If you read the other messages in this thread you will realize that the fact Voiceover does not echo the phone number one types was the main subject of the post, but as in some other cases where you hear this sound you can still proceed as the number is entered anyways.
As for the question regarding how to record without Voiceover being part of the recording that is easy, simply use the wired Earpods to record your message, problem solved.
