Have your friend turn off reachability. I don't recall under which setting it is, but if they use the search box at the top of the settings screen they can find it.
You may have to contact your carrier about Wi-Fi calling. But the theory is that it helps when a cell signal is weak to give a better connection, I think. I don't think it gets you around using minutes if you are actually on a phone call. Minutes should only be used during calls. Data, on the other hand, is used up while on a cellular (non-wi-fi) connection doing things like surfing the net, email, etc. If it is your data being eaten, see if you can connect via Wi-Fi and turn off cellular data so you only use data when on Wi-Fi. That will work until you are not on a Wi-Fi network. But, check with your carrier about the wi-fi calling bit.
