Hi Duane,

You won't be able to use your Braille display until you can get to the 
accessibility settings. You can cannot connect the Braille display while it is 
setting up. You can, however, use VO right out of the box. You press the 
side/power button three times to get VoiceOver running. Hope this help a little 
bit.
