First, is the VoiceOver volume in the rotor, and what do you have it set at? 2. In settings, sounds, is change with buttons off? 3. Ask Siri a question that will take a little while to answer, like the forecast for the week; and adjust the volume while it is speaking. That should set the Siri volume. 4. Do you have Audio ducking enabled?
