Well, I just went into control center on my phone which is not running the beta. I triple tapped on volume with one finger, and I did not see any sort of menu. Now I was not using my AirPods Pro or HomePods max. I should’ve said AirPods Max. So perhaps you actually have to be using them to access this menu, otherwise it’s in the beta.
