Yes, the iPhone’s location can be turned off entirely. However, you
would not be able to receive calls or text messages because your
cellular carrier would not know which cell towers could provide
service to you.  Therefore, cell phone companies need to track the
location of devices on their networks to provide service to them.  The
people on this list want this kind of service. If you do not, then you
should use an iPhone touch or keep your device permanently on airplane
mode.

Otherwise, you can keep the cell service and determine which apps can
access your location under privacy in the settings app.  Realize all
apps owned by Alphabet, including YouTube, google and google Maps
constantly track your location even when the app is closed.  It is
necessary to configure settings in your Google account to stop google
from hanging on to location information.
