just a quick update, this issue now seems to have corrected itself, and
voicemail is working properly again on both of my iPhones.
still no idea what caused it, but all's well that ends well.

I'd try calling apple accessibility. Also, try an app called you mail
which is a lot better then the phone's regular voice mail.
