Firstly make sure that no bluetooth keyboard or Braille display is connected to the Phone. IF yes, at least with a Bluetooth keyboard, press Contffol+Option to goggle the virtual keyboard off/on. If no bbbuetooth devices are connected, restart the iPhone. Good luck!
