That is correct, in Voiceover settings you can double tap and hold and then drag your finger left or right and if you are doing it carefully enough you can adjust it by 1% or 2% increments. But I also find the other way where you make sure Speed is on the rotor and use the 5% increments there is more than sufficient and much easier.
