Hi Gerardo, Whether VoiceOver reads apps in the App Switcher depends on which phone you have. Some work fine. On my second generation SE, most app names aren't read if I flick left. They are read as I flick right, and when I close one, I am told which app I'm now focused on. So it's annoying but possible to work around.
Notifications usually work fine. With a braille display, I'm able to type in a web address fine on my phone, so I would guess that a Bluetooth keyboard would work too. I've had trouble on my iPad though.
