Thanks to another message I got it sorted out.  It turns out that the
orientation isn't detected when the Mini is in a flat position which it was
when I was trying to do this.  If I hold it upright or at a slight tilt, the
orientation is detected right away.  Thanks for checking this out and thanks
to David as well who pointed out what I was doing wrong.

Just having tried this on my iPad Mini, I can confirm that it works
perfectly on mine, holding the iPad Mini perfectly upright on the x axis, I
can turn it 90 degrees either way, and the iPad Mini will correctly, and
very quickly announce that the screen has rotated. This keeping the iPad
Mini very much perfectly upright. No tilt required at all.

I am typing on it either with Fleksy which I own, or, with the same method
you describe for use with your iPhone. Having owned the larger full sized
iPad, that is how I generally used that too.
