on both of my iPhones, which are both iPhone X, I didn't need to change any
settings, I just ran the update, and then let the phone sit plugged in for a
few hours, so that it could do anything else it wanted to with out outside
interference, and that seems to have done the trick.
I don't know about the wallet issue, as so far I don't used that feature,
but the app switcher is working as normal for example.
as an aside, I also ran the watch OS 8 update on both of my apple watch
series 5 watches.
