Rick, I couldn't find a way to write the Chime developer. If you can, let us know. That was probably the best for doing what you want and I know others who will be very sad when they update and find it no longer works.

One app that I've used for a long time now called Chime no longer speaks the time in IOS 15. I had it set to use a very human sounding female voice which was great.
