Yes, or you can flick left and back to the right since I have always had Voiceover speak everything when I was going to the right, but why not make this small change and it's fixed unless of course you have a good reason why you don't want to turn off Reduce Motion.

I think I turned it on many years ago because when this option was first available there was a different issue and it made sense for voiceover users to turn Reduced Motion on, but I'm not sure if this is still even a concern. Anyways, if you have this problem with Voiceover in the app switcher, just go to Settings > Accessibility > Motion (the fourth item if you flick from the top) and check if Reduced Motion is on, if so turn it off and I am pretty certain your app switcher will work just fine.
