Yeahh if you have the latest os on your watch then it’s under sun rise / sun set that may be under weather,
I found it’s easier to set this up on the phone under the watch app, They list things now in a crazy some what odd way, But if you open the list of complications then scrole through you should find sun rise / sun set.
