How to set up the Talking Time app, written by Pam Coffey.
When you open the app, the entire screen is taken up by the in-app settings. 
The first button is labeled "Unpronounceable". That takes you to what is 
supposed to be the tutorial, which you might as well ignore. The next item 
simply says " Set desired schedule then exit the app."
Next is Background Sound, which needs to be turned on, if you want it to run in 
background. Now, here's the tricky part: Schedule.

When you double-tap Schedule, there are four columns of time indications: 
on-hour , beginning with midnight at the top of the screen, and ending with 11 
PM at the base of the column; quarter past, beginning with 12:15 AM, and ending 
with 11:15 PM at the base of the column; half-past, beginning and ending with 
12:30 AM and 11:30 PM; and three-quarters past, arranged in the same way. If 
you wish, for example, to have it alert you every 15 minutes throughout the 
day, beginning at 6:30 AMand ending at 10:30 PM, you will double-tap 6:30 AM 
and long press (also known as double-tap and hold) on 10:30 PM. Next, 
double-tap on 6:45 AM, and long press 9:45 PM. Then, double-tap 7 AM, and Lon 
press 10 PM. Finally, double-tap 7:15 AM, and long press 10:15 PM. If you _only 
want it to alert you at a few times of the day, simply double-tap the times you 
wish to be alerted (e.g., 6:30 AM, 8 AM, 2:45 PM, 6 PM and 10 PM). If you have 
selected a time and then wish to deselect it, double-tapping it again will 
toggle it off. If you wish to deselect _all of the selected times within a 
column, find the one nearest the top of that column, and long press it. AS of 
version 4.6 with iOS 15.1 the app will speak the time set or time cleared so 
you will know whether you have it set correctly.

Now that you've done all of that, hit the Back button. The next heading is 
Voice, under which the first option is "Ding only", which can be turned on or 
off. I think I read somewhere that the "ding" happens on the quarter-hours if 
it is turned on. The next item is actually "Voice". Here, you can choose from 
among a number of speaking voices; and, you can also choose speaking rate 
(which is a bit quirky), whether or not you want it to begin with "The time is 
…",., and whether or not you want it to include AM and PM. Once you've set 
these options, double-tap "Save"; then, the next item is Volume. The volume 
setting for this app is related to that of the ringer and alerts; therefore, if 
you wish to make a major change in the volume, you may need to go to your 
general settings, choose "Sounds and Haptics", and enable "Change with Ringer 
and Alerts"-at least until you have it set to your preference. By the way, you 
are limited to 64 alerts throughout the day.

The remaining items are "It's Not Working", "Feedback", "Share", and "About". 
These should be self-explanatory, except that "Feedback" seems to pertain 
exclusively to rating the app.

Notification settings
As of iOS 15.1 and version 4.6 of Talking Time, the only notifications you need 
to have on under Settings, Notifications, Talking time, are Allow Notifications 
and Sounds On. That way it won't clutter your notification center. After 
setting it up, take it out of the app switcher and it willl cntinue working in 
the background. It takes almost no power and doesn't drag down your phone 
resources.

I have not been able to get the dings only to work, but I wanted the voice to 
speak anyway, so not a deal breaker for me.

Hello, the time speaking more consistently when the phone is unlocked is a 
feature of iOS 15. There is another thread on hourly chime apps where Richard 
recommended the Talking Time app, so you might consider it.
For me that might be nice to have but not required at this point.
