This seems to be an issue in iOS 15.1.1 or possibly since 15. I've run into this too. Try connecting the keyboard again. Then, press the left+right arrow keys together to toggle QuickNav off. Make sure VO says QuickNav off, then switch back to your computer with the keyboard. The phone should behave better now. At least, this is working for me when that happens.
