So is the phone already set up, e.g. did they go through the setup in the store, put in your Apple Id and all that? If so and if the phone has a cellular connection then asking SIRI to turn on Voiceover may indeed work; she may have enabled the side button to bring up the accessibility menu instead of Voiceover directly. Remember it for when you get another new phone in however many years and make sure you always try this in the store to make sure it works.

What you can do, go into settings, go into accessibility, then go way over to the right keep going until you get to shortcut for it says shortcut before that but it says and you double tap on that and you get all the suggestions you want for short cut VoiceOver is one of them so double tap on that and that will be selected so then you will be able to use your side button to triple click the button three times to turn on and off voiceover.
