If dictation is turned on then try closing everything in the app switcher and then shutting down the phone. Do it the normal way with the buttons first. Sometimes that's all it takes to fix weird issues that pop up. If it still doesn't work, then go to settings and I think general and shut the phone down that way. If that doesn't fix the problem, then try resetting the phone by pushing volume up then volume down and then the power button. If that doesn't work then call apple or apple accessibility.
