What is probably happening is that the product you want has a subscribe and save option. Once the product detail page loads, Amazon wants you to choose either the subscribe and save option or the one time purchase option. As you swipe right through the page, the single purchase option is first, and the next swipe takes you to the subscribe and save option. Both of these are check boxes. To uncheck the subscribe and save option, double tap it, then swipe back to the single purchase option and double tap it. Now you can swipe right and you should find the add to cart option.
